In 20th April 1998, it was further approved by the Ministry of Higher Education (MOHE) for Diploma courses under the institution name of "Institute for Continuing Development and Further Education" (ICDFE). Among the diploma programmes approved by MOHE were:
Academic collaborations and links with foreign education institutions for twinning, franchise and credit transfer programmes have also been established.
During the initial years, ICDFE operated from a double-storey shop office in Petaling Jaya Old Town .
ICDFE took its first batch of students in January 1997, when 31 students enrolled for the Diploma in Estate Management. This Diploma is a two-year programme examined and awarded by the Board of Valuers, Appraisers and the Estate Agents, Malaysia. ICDFE was also involved in areas of human resource training and development, offering programmes such as competency-based training and seminars.
In December 2001, the Institution (ICDFE) adopted several changes to reflect its enhanced capability and more serious commitment to quality education in Malaysia. The major changes were:-
